1INTRODUCTION: SETTING THE AGENDA 1.1 Building on past initiatives While ihc social position and health status of women have advanced in many areas since the United Nations Decade for Women was launched at the First International Conference of Women in Mcxico in 1975, the report of the Conference madc only a brief mention of older wornen. Since then, women's issues have been placed on the agenda of the international community and the special needs of aging populations have been raised at a number of major international meetings, but none have provided an adequate basis or conceptual framework for addressing issues of aging women in a lifespan perspective.
